Tourists visiting the United Arab Emirates can now stretch their shopping budgets further, thanks to a streamlined VAT refund system designed to allow non-residents to claim back value-added tax on eligible purchases made during their stay.
Launched by the Federal Tax Authority (FTA), the refund scheme is aimed at enhancing the UAE’s reputation as a global shopping destination, offering tourists a straightforward way to shop tax-free across thousands of retail outlets nationwide.
Who Is Eligible?
The VAT refund is available to foreign tourists aged 18 or older who are not UAE residents or crew members on Gulf carriers. The system applies only to goods intended for personal use and taken out of the country within 90 days of purchase.
To qualify, tourists must:
- Shop at participating retailers integrated with the Planet Tax Free system, identified by “Tax-Free” signage.
- Spend a minimum of AED 250 per transaction.
- Request a tax invoice linked to their passport or travel document at the time of purchase.
How to Claim the Refund
Before departing the UAE, tourists must validate their purchases at designated refund kiosks located at major airports and border exit points, including Dubai International Airport, Abu Dhabi International, and Al Maktoum Airport.
Steps include:
- Scanning passports and original receipts at a self-service kiosk.
- Presenting purchased goods if requested.
- Choosing a refund method either cash (up to AED 7,000) or credit card.
The FTA reports that most refunds are processed within minutes, offering a hassle-free experience for travelers.
Digital Enhancements
The system has recently been enhanced with digital kiosks, mobile alerts, and QR-code-enabled receipts for faster claims. Officials say more retailers and refund locations are being added to support the growing number of international shoppers.
“This initiative not only supports tourism but also demonstrates the UAE’s commitment to providing a seamless and tech-driven customer experience,” said Khalid Ali Al Bustani, Director General of the FTA.
What’s Not Covered?
Services, hotel bills, consumables (such as food), and items not physically carried out of the country are excluded from the refund program. Goods must also remain unused at the time of validation.
Tourist Spending Boost
The VAT refund program has been credited with boosting tourist spending, particularly during major shopping events like the Dubai Shopping Festival and Abu Dhabi Winter Sale. With millions of tourists visiting annually, the initiative supports both the retail and hospitality sectors.
