Dubai Pushes Back Deadline for Major Drainage Upgrade Bids

Dubai authorities have extended the deadline for companies to submit bids for the city’s multibillion-dirham drainage and stormwater management upgrade, giving potential contractors more time to prepare proposals for one of the emirate’s most ambitious infrastructure projects in recent years.

The project, overseen by Dubai Municipality, aims to modernize and expand the emirate’s drainage network to address flooding risks, accommodate rapid urban growth, and bolster climate resilience. The new system is expected to serve Dubai for the next 100 years, officials said, underscoring its strategic importance.

Originally set to close later this month, the bid submission deadline has been pushed back by several weeks to allow international and regional firms to finalize their technical and financial offers. The municipality said the extension was granted in response to requests from multiple bidders seeking additional time due to the project’s scale and complexity.

“This is a landmark infrastructure development for Dubai,” a senior official from the municipality told reporters. “Given the technical requirements, it is in everyone’s interest to ensure bidders have sufficient time to submit comprehensive, competitive proposals.”

The drainage upgrade will include the construction of deep tunnel systems, pumping stations, and advanced treatment facilities, designed to significantly increase the city’s stormwater capacity. The initiative follows severe rainfall events in recent years that caused localized flooding and highlighted the limitations of the existing network.

Industry analysts say the project is attracting strong interest from global engineering and construction giants, as well as regional heavyweights. “This is one of the largest infrastructure tenders in the Gulf right now,” said infrastructure consultant Rami Haddad. “The extended deadline suggests Dubai wants to maximize participation and ensure it gets the best value for money.”

While the municipality has not disclosed the revised closing date, sources familiar with the matter said bids are now expected by late October, with contract awards likely to follow in early 2026.

For Dubai, the project is part of a broader strategy to future-proof the city against climate risks while sustaining its rapid pace of urbanization. With population growth and development projects continuing to expand, officials say robust infrastructure is critical to maintaining the city’s global competitiveness.

“The drainage upgrade is not just about managing rainwater,” the official added. “It is about safeguarding Dubai’s future as a world-class city.
