Dubai — West P&I Club is set to become the first International Group Club to establish a presence in Dubai, highlighting the region’s growing importance to both the Club and the broader maritime industry. The new office, located in the Dubai International Financial Centre (DIFC), is expected to commence operations by autumn.
Captain Gagan Dhillon has been appointed as the CEO of the Dubai office. With a 27-year career in shipping, including commanding oil tankers and transitioning to a shoreside role in 2010, Dhillon brings extensive experience to the position. He holds a Master Mariner certification, a first-class English Law degree, and is pursuing an Executive MBA in Shipping from Copenhagen Business School. Dhillon was previously a Claims Director at another IG P&I Club and has a strong presence in the Middle Eastern and Greek maritime markets.
The Dubai office will focus on claims handling and communications for the UAE, Gulf region, and Indian subcontinent, complementing the Club’s existing claims teams in London and Piraeus. Underwriting and business development will be overseen by joint Regional Heads Nigel Burridge and Gary Henderson from London, who will collaborate closely with Dhillon. The new office aims to provide timely service aligned with local time zones and industry demands.
Tom Bowsher, Group CEO of West P&I, emphasized that regionalization is a key aspect of the Club’s strategy. He stated, “This office will enhance our service quality and personal touch for existing Members, support new business development, and help build lasting relationships with Members and brokers. A strong local presence will make us more agile in responding to regional market changes.”
Captain Gagan Dhillon expressed enthusiasm about his new role, saying, “I am excited to join West in this pivotal maritime region. Our office and team will place us at the heart of a burgeoning maritime hub, benefiting owners, charterers, and traders.”
In addition to the Dubai expansion, West P&I Club has promoted Enam Hussain to Head of Middle East Operations and Offshore. Hussain will coordinate the Middle East, Indian subcontinent, Turkey, and Africa (MITA) team, aligning with the Club’s strategic goals and managing an Offshore Team with global reach.
