DUBAI — In a show of commitment to rehabilitation and human dignity, Dubai Police has allocated Dh1.15 million in humanitarian aid to inmates during the first quarter of 2025, helping resolve financial cases and reunite families.
The initiative was unveiled during a high-level performance review chaired by Lieutenant General Abdulla Khalifa Al Marri, Commander-in-Chief of Dubai Police. He praised the General Department of Correctional and Punitive Establishments for going beyond its mandate to maintain order and instead focusing on rebuilding lives.
“These initiatives are more than just acts of assistance — they are lifelines, allowing many to resolve financial cases and reunite with their loved ones,” said Al Marri.
The aid, totaling Dh1,156,220, was distributed through both financial and in-kind support, specifically targeting the most vulnerable cases. The move reflects Dubai Police’s growing emphasis on rehabilitation over punishment, aiming to offer inmates not just justice, but a second chance.
High-Level Review Highlights Strategic Progress
The quarterly meeting brought together top officials including:
- Major General Harib Al Shamsi, Deputy Commander-in-Chief for Criminal Affairs
- Expert Major General Khalil Ibrahim Al Mansouri, Assistant Commander-in-Chief for Criminal Investigation
- Major General Marwan Abdul Karim Jalfar, Director of the Correctional and Punitive Establishments
Also present were Brigadier Sheikh Mohammed Abdullah Al Mulla, Brigadier Salah Bu Osaiba, Colonel Ahmad Al Muhairi, and Lieutenant Colonel Dr. Abdulrazzaq Abdulrahim.
Officials reviewed strategic performance indicators, achievements, and ongoing projects designed to enhance the correctional system’s efficiency and humanity. Key topics included future upgrades to infrastructure and inmate welfare programs.

Major General Jalfar emphasized that regular reviews are essential for driving continuous improvement. “Our goal is not just security, but sustainable reform. These reviews help us identify challenges early, fine-tune our strategies, and ensure we remain aligned with our mission of meaningful correction and rehabilitation,” he said.
This latest initiative adds to Dubai Police’s growing portfolio of community-focused programmes aimed at reintegration and social support.
