Dubai Investments has signed a memorandum of understanding (MoU) with Angola’s Ministry of Health in a strategic move aimed at strengthening healthcare infrastructure and services in the southern African nation.
The agreement, signed in Luanda, sets the framework for collaboration on healthcare projects, including the development of hospitals, medical facilities, and training programs to enhance local capacity. It reflects Angola’s ambition to modernize its healthcare system and Dubai Investments’ growing role as a global partner in social and economic development.
Khalid Bin Kalban, Vice Chairman and CEO of Dubai Investments, said the partnership aligns with the company’s vision of investing in sectors that deliver long-term value and social impact. “Healthcare is a cornerstone of sustainable development, and through this collaboration with Angola’s Ministry of Health, we aim to contribute to building resilient systems that meet the needs of communities,” he said.
Angola’s Minister of Health, Silvia Lutucuta, welcomed the agreement, describing it as a “significant step” toward expanding access to quality healthcare across the country. “By leveraging Dubai Investments’ expertise and resources, we will be able to accelerate projects that improve both infrastructure and service delivery,” she noted.
The MoU will focus on three main areas: constructing modern healthcare facilities, introducing advanced medical technologies, and supporting training initiatives to equip Angolan healthcare professionals with global best practices.
Analysts say the partnership reflects a broader trend of Middle Eastern companies deepening their engagement with Africa, particularly in sectors such as healthcare, energy, and infrastructure. “This is a win-win — Angola gains much-needed investment and expertise, while Dubai Investments expands its footprint in a high-growth market,” said Dr. Samuel Okoye, an Africa-focused development economist.
The collaboration comes as Angola pushes to diversify its economy beyond oil and strengthen essential services for its growing population. Improving healthcare delivery has been identified as a national priority, particularly after the COVID-19 pandemic highlighted systemic challenges.
With this MoU, both parties have signaled their commitment to turning vision into action. A joint task force will now begin exploring specific projects and financing structures, with the first initiatives expected to be announced later this year.
