Azerbaijan Set to Play Key Role at 28th Universal Postal Congress in Dubai

Baku, Azerbaijan – June 10, 2025 – Azerbaijan is preparing for significant participation in the 28th Universal Postal Congress (UPU), scheduled to take place in Dubai, United Arab Emirates, from September 8 to 19, 2025. The country’s involvement goes beyond mere attendance, as it has officially submitted its candidacy for a seat on both the UPU’s Council of Administration and the Postal Operations Council for the 2026-2029 term.

A preparatory meeting was recently held in Baku to finalize Azerbaijan’s strategy for the Congress, attended by Isi Mustafayev, Acting Chairman of the Board of Directors of Azerpost LLC, and Board Member Elgun Rasulov. This proactive approach underscores Azerbaijan’s commitment to actively contribute to the development and future direction of the global postal system.

The Universal Postal Congress, held every four years, serves as the UPU’s highest decision-making body. Representatives from 192 member countries gather to establish new UPU strategies, define future rules for international mail exchanges, and shape the overall trajectory of the global postal network. Azerbaijan’s bid for key council positions highlights its ambition to play a more prominent role in these crucial discussions and decisions.

Azerbaijan has been a member of the Universal Postal Union since 1993, with its national postal operator, Azerpost, actively collaborating with 173 countries worldwide. The country’s participation in the upcoming Dubai Congress is expected to further strengthen its international postal ties and its influence within the global postal community.
